ACTUAL BEHAVIOR
---------------
Scalar Profile Estimation rule always estimates 0 value irrespective of positive reads prevent


When uploading a missing scalar IMD where Scalar Profile Estimation is the only rule in the VEE group, the read gets estimated with 0 value despite positive reads present on profile MC referred in VEE rule through a factor.


EXPECTED BEHAVIOR

It is expected that Scalar Profile Estimation would create estimated values with correct conditions in place.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Put only Scalar Profile Estimation VEE rule in place for this test
2. Ensure factor referenced and profile are in place for the dates in question
3. Create imd with 0 value and missing condition such that estimation will be initiated.
4. This always results in a zero value estimation

Due to this issue, users cannot estimate using the Scalar Profile Estimation rule.
