Symptoms

On : 11.1.0.2 version, General

ACTUAL BEHAVIOR
---------------
Unable to find a Policy using Policy Search when two Owners are present

EXPECTED BEHAVIOR
-----------------------
expect policies with the owners to be found when we supply the full policy number. Same as when only one owners is present.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Using the Policy Search:
1) if one owner is present and :
  a) full policy number is used, the system finds the policy
  b) Partial policy number with wild card (%) is used, the system list policy(ies). The policy we are looking for is in the list.

2) if more than one owner is present and:
  a) full policy number is used, the system DOES NOT find the policy
  b) Partial policy number with wild card (%) is used, the system list policy(ies). The policy we are looking for IS in the list more than once, one per owner.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
When a policy is not found we have to retry using wildcard and be aware that because the policy was not found (when two owners are present but user does not know that till the policy is accessed) it does not mean it is not present in the system.
