New OptionType To Do Retry Frequency Added On Retry Status Of BO M1-MessageToHost (Doc ID 2515676.1)

Goal

A new OptionType, 'To Do Retry Frequency' has been added on Retry Status of Business Object M1-MessageToHost.

Which batch is responsible to retry the To Do based on retry frequency?
The default to do retry frequency parameter value is 10 on the M1-MessageToHost BO so does that mean all the sync request records will be retried after every 10 minutes only when the F1-SYNRQ batch runs?
If we are setting the 'To Do Retry Frequency' parameter to '0' on the M1-MessageToHost Retry Status, will it behave the same as removing the option completely?
