Cannot search on a flex code

A flex code is defined called frequencyType with a code and a description. It is used on a claim (usage name frequencyType) and it is made searchable. It is searchable in the UI, but when using it as part of a query in the HTTP API the search comes up empty.
Sample query http://<hostname>:<port>/api/generic/claims?q=code.eq("CLM2019011676285").and.frequencyType.code.eq(11)

Where 11 is the code of the frequencyType. Result is 204 no content, whereas the same query through the UI (in advanced search) returns a claim as expected.
