Large Numbers of Vouchers Cause smsMaster and smsSmsAvd to Hang

Symptoms
On Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C) version 6.0.0, when deleting vouchers, the smsMaster and ccsSmsAvd processes hang for long periods of time. When smsMaster hangs, the heartbeats between the smsMaster and the replication clients fail and the connections are dropping off. During this time, no rows are replicated in any direction.
The time the processes are stuck for is proportional the number of voucher batches and vouchers there are provisioned on the platform.
