HTS Effect_To Date Getting Incorrectly Populated During PO Induction Process (Doc ID 2517082.1)

Symptoms

If the HTS effect_to date is set as a date greater than or equal to 2050, then the year is not populated correctly in SVC_ORDSKU_HTS table during PO upload process.

Steps To Reproduce:

  1. Create a new HTS XXXX with effect_from date as 01-JAN-2019 and effect_to date as 31-DEC-2099.
  2. Use this HTS at the time of uploading a new PO using PO induction.
  3. Note the error "Invalid Harmonized Tariff Schedule (HTS) classification..." on process tracker screen. 
  4. SVC_ORDSKU_HTS table effect_to date is populated as 31-DEC-1999 which is not correct.
