Clue symbols for momentary outages are not displayed after restart

Customer has a flickering lights trouble code that is configured to create a Probable Momentary Outage (PMO) (momentary call quality, momentary trouble code SRS rule).

When submit a call a PMO in the viewer along with the clue symbol is displayed.

If then redeploy, or restart JMService etc the user still see the PMO in the viewer but the clue is no longer displayed.
If then submit a new flickering lights call the user sees the clue for that PMO, but if target back to the previous active PMO no clue symbol is displayed.

Customer would like to see the clue symbols especially after a PMO groups to a Real Momentary Outage (RMO) so there is no longer a PMO symbol at the call location.
