SCCEXT Batch Is Aborting When Exectued In Multithread (Doc ID 2517122.1)

Symptoms

Sccext batch is aborting, when executed in Multithread, with below error.

sccext_4~YYYYMMDDHHHHHH~process~~0~ORA-0000: normal, successful completion~INTERNAL STORED FUNCTION ERROR: function=COST_EXTRACT_SQL.BULK_UPDATE_COSTS, error=@0TABLE_LOCKED@1ITEM_SUPP_COUNTRY,cost_chg=XXXXX

Steps to Recreate:

1. Create 1000+ records in COST_SUSP_SUP_HEAD with status = 'A' and active_date as sysdate+1.
2. Execute sccext batch in Multithread mode.
3. Check that the batch aborts with locking issue.
