NMS Clients Cannot Email Log Files (via Ctrl+Shift+M) if Client is Locally Installed or Client is Running On an RDP Server

Symptoms
On : 2.3.0.2.0 version, Web Workspace
Using Ctrl+Shift+M to send an NMS java client log only works if the client is launched from the main webpage.
It does not work if:
- the client was installed locally (using the Installer generated by the Configuration Assistant)
- the client is running on an RDP or Citrix server
Also, if the client is running on a Citrix or RDP server, hitting Ctrl+Shift+M or Ctrl+Shift+D, the java stack dump does not get written to the client log.
"Email Log File" should always work, regardless of how the environments are being run
