Claims Stuck with Enrollment Errors and Some Skipping Intial Step in Claims Flow (Doc ID 2517937.1)

Symptoms

On :  3.18.3.0.2 version, Integration Points

Claims getting enrollment error although enrollment responses were received. The enrollment response stays in RECEIVED state and will not COMPLETE for most of them. Also, some claims appear to have skipped Initial step in claims flow and finalized after having encountered enrollment processing error initially. We are using SOAP request style.

Below is the endpoints property set for enrollment on this environment for reference :

ohi.enrollment.endpoint.request=http://xxxx:xxxx/ohi-web-services/EnrollmentRequestService
ohi.enrollment.endpoint.response=http://xxxx.xxxx.xxxx/ohi-ws-enrollmentresponse/EnrollmentResponseService
ohi.ws.enrollmentresponse.request.validate=true
ohi.ws.enrollmentresponse.request.style=soap
ohi.processing.enrollment.cacheexpiry=5

Claims should not get stuck with enrollment processing error. Also error message thrown "null" is not informative enough.
Claims shouldn't skip Inital step in claims flow, even if they do encounter any issue while doing enrollment callout.

The issue can be reproduced at will with the following steps:
Reprocess a Claim. Claims will get stuck in enrollment processing.
For Claims that doFinalize, they seem to have skipped inital step in claims flow after encountering enrollment processing error.
