Error while processing VEE Exception with SIM on IMD for Scalar - "Initial Read only"

Problem Description

For an initial (start) read Scalar IMD, System throws error while processing VEE Exception which are configured to create Service Issue Monitor

Changes

In the 'D2-VEEExcSIM' Service Script, if the IMD Start Date/Time is null, pass in IMD End Date/Time to the D1-RETSPIMD Business Service
