Unable To Create new User From Sysadmn user (Doc ID 2518469.1)

Symptoms

On OFSAAI 8.0.2.0.0 version when trying to create a user from sysadmn user,  it is giving an error as  "[11200]Failed adding new user".

Below error stack trace would appear in SMSService.log file from deployed location.

Changes

 Recently upgraded to OFSAAI 8.0.2.0.0 version.
