Unable to Login to Insight with LDAP Password (Doc ID 2520045.1)

LDAP user cannot login to Argus Insight with the following errors:

       The system cannot validate your user id or password against LDAP Server.

Crypto log
       Padding is invalid and cannot be removed.
         at System.Security.Cryptography.CapiSymmetricAlgorithm.DepadBlock(Byte[] block, Int32 offset, Int32 count)
         at System.Security.Cryptography.CapiSymmetricAlgorithm.TransformFinalBlock(Byte[] inputBuffer, Int32 inputOffset, Int32 inputCount)
