EBS Provider Deployment Connection Fails With Error "Connection unsuccessful, please verify the XML configuration. Unable to connect to the provider instance. Please verify connection details" (Doc ID 2521308.1)

Symptoms

When attempting to test the connection of EBS provider deployment, the following error occurs.

ERROR
-----------------------
Error in Connection. Verify connection parameters and try again.
The response was: Connection unsuccessful, please verify the XML configuration.
Unable to connect to the provider instance. Please verify connection details.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Log on Primavera Gateway.
2. Go to Configuration -> Deployment. Edit the EBS Provider and test connection. It is failed with above error.

BUSINESS IMPACT
-----------------------
The issue has the following business impact: Due to this issue, users cannot test the EBS provider connection successfully.
