Context:  SOM can be configured to throw an Activity into the Validation Error status if it finds a duplicate Activity of a certain type and within a specified time threshold.

Issue:  The Appointment Portal allows you to Request Slots and Book Appointment for an Activity that is in the Validation Error status due to it being determined to be a duplicate of another Activity
