Account's Budget Plan Is Changed When SA Is Activated (Doc ID 2523078.1)

On : 2.6.0.1.0 version, CI - Customer Information

Account's budget plan is changed when SA is activated

In CCB 2.6.0.1, the account's budget plan is updated to the customer class's default when an SA is activated. This behavior differs from the 2.4 version wherein the budget plan remains unchanged after SA activation.

Steps to replicated the issue:

1. Admin menu -- C - Customer Class -- Budget Plan -- Residential Budget Plan
2. Go to any account which the budget plan is "Residential Budget Plan" and change it to other budget plan option which ever it is and save it.
3. Create a NEW SA for the account and active it.
4. Go to account -- Budget plan changed to Residential Budget Plan
