Fee Schedule IP
Fee Schedule update request is terminating lines incorrectly. Please find a scenario below:
Fee Schedule - 'TEST_FS_2' was loaded by sending feeScheduleRequest to OHI 3.18 instance for Line with Modifier - 'TC' with startdate 1/1/2017.
An update to Fee Schedule - 'TEST_FS_2' was sent using feeScheduleProcedureRequest to add a new line with modifier - '25' with startdate 2/1/2018. However this request is also terminating original line with modifier - 'TC' with 01/31/2018 end date which is not correct.

Fee Schedule updates to insert new line for new modifier should not terminate already existing line for another modifier.
The issue can be reproduced at will with the following steps:
Send attached feeScheduleRequest to Fee schdule IP (feeScheduleRequest.xml)
then send attached feeScheduleProcedureRequest to fee schedule IP (feeScheduleProcedureRequest.xml)
