Unable to create a configuration item for multi-level ATO BUY model

Error - Configuration will not be created as Config BOM was not created in any org for MODEL AA

The issue can be reproduced at will with the following steps:
The issue can be reproduced at will with the following steps:
1. Orders, Returns > Sales Orders
2. Sales Order form, Line Items tab, with the cursor on Line 1.1, Ordered Item: MODEL AA
3. Attempted to configure and progress an ATO sales order and when progressing the order was given the error.
