Why SEQ_NBR in ITEM_DIM_PROCESS is Not Considered For The Perishable Item During the Distribution Process (Doc ID 2523678.1)

Why SEQ_NBR in ITEM_DIM_PROCESS table is not considered for the perishable item ?

Steps To Recreate:

Although enough inventory is available in both Unit and Reserve locations,  the system is not considering U_PICK process and generating case pick, eventhough U_PICK has SEQ_NBR is 1 and  C_PICK has SEQ_NBR "2" in  ITEM_DIM_PROCESS table. 

    1.Item : UCPICK  which is a perishable item. 

    Process assigned to the item is : U_PICK (SEQ_NBR  1)  and C_PICK(SEQ_NBR  2) 

    2.Reserve_location "UCPICK_RES"   and  LTC location " UPICK_LTC" 

    Both U_PICK and C_PICK process is assigned to both the locations. 

    3. UCPICK_RES  has container_qty 1  and unit_qty "11" UCPICK_LTC has unit_qty 50 

    4.Create a stock order for unit_qty 11 and distribute. 

    Observe that C pick is created eventhough U_PICK has SEQ_NBR is 1 and  C_PICK  has SEQ_NBR "2" in ITEM_DIM_PROCESS table.
