Cannot Submit Contracts (Doc ID 2524062.1)

ACTUAL BEHAVIOR
---------------
Cannot submit contracts

Setting up a new assembly line on ODEE 12.6 (this is the 3rd of our upgrade project).

Submit functionality in the first two assembly lines works great. For some reason in this newest assembly line, we click submit, we get the "Document Submitted" message, but the document stays on My assignments. A couple things we have done to troubleshoot:
--> We have confirmed that all required fields are filled in.
--> We are using the BPEL bypass service, so Drafter / Approval levels do not come into play
--> We have compared configurations from our 1st two assembly lines to this one and can't find any differences.
--> We turned up some debugging, and trapped the Send and receive messages. 7 Rows are logged to the ERRS table. All of these are included in the attached ZIP file
--> We also tested removing the KickToWIP rule so the document goes straight through to batching and publishing without stopping in Documaker Interactive. It publishes correctly and the resulting PDF looks good.
--> In Documaker Interactive, we are able to Edit and Preview just fine. If I try to go to add a form using the 'Forms' tab, it waits about 2 minutes then throws an error "MRL Forms Not Loaded."

The logs and Forms window indicate a problem with our MRL but we cannot figure out how to get it to log what the problem is. Also, we're not sure if it is related to our Submit problem because we know the resources that we need to construct the PDF are there: we can preview it and it works without KickToWIP.
