After OFSA Schema Import, Users Unable to Login to OFSA - ORA-29540 Error

After completing a full import of an OFSA schema into a test instance, when logging in as a non-dba user to OFSA, several ORA-29540 errors are reported.
When troubleshooting the issue, the following was completed:
- Ran initjvm.sql before running import
- Ran initjvm.sql and fdm_packages.sql again after completing import
- Attempted to load java classes manually as stated in <Note: 141509.1> ORA-29540 Error Upon Login Attempt
Upon querying for invalid 'JAVA CLASS' objects, there are no java class objects.
You find the following errors in the jar log file:
the tpol_jar.log contains:
loading : oracle/ofsa/tpol/server/LogWriter
creating : oracle/ofsa/tpol/server/LogWriter
Error while creating class oracle/ofsa/tpol/server/LogWriter
ORA-03113: end-of-file on communication channel
You also find the following in the alert.log:
Errors in file /orasw/oracle/admin/orpfnofs/udump/ora_149910_orpfnofs.trc:
ORA-07445: exception encountered: core dump
