PIN_REL Is Not Loading Files Generated by ECE (Doc ID 2524520.1)

Symptoms

ISSUE:

* pin_rel is throwing error while loading rated output files generated by Elastic Charging Engine (ECE).
* Looks like pin_rel is trying to search file with *.bc* in /tmp/done/data directory, but these files are present without .bc extension.

Here, the file expected is /tmp/done/data/BRMCDR_GSM_1_16680433.out.bc.event_bal_impacts_t.blk.
But actual file present is /tmp/done/data/BRMCDR_GSM_1_16680433.out.event_bal_impacts_t.blk.

STEPS
-----------------------
- rate usage in ece
- load rated output file using rel
- command :
          pin_rel /tmp/done/header/BRMCDR_GSM_1_16680433.out.bc

Changes

Rel Daemon process was started and stopped due to some issue. Then pin_rel was being manually launched to load the rated event.
