Symptoms

L&G Interval Record with missing intervals defaults the quantity and condition to 0-Regular

When there are missing intervals, the L&G interval record could either have blank quantities and blank interval status conditions, or 0 quantity and an interval status that maps to missing.
For the blank quantity/blank interval records, SGG (D3 adapter) is defaulting the quantity to 0 and no default for the interval status. When finalizing the IMD, the measurement conditions are then defaulted to regular instead of missing.

STEPS
The issue can be reproduced at will with the following steps:
1. Set up in Extendable Look up for Provider the same mapping code to the OOB MDM functional condition code Missing.
2.Drop L+G usage payload with missing data to the L+G drop location.
3.Once the file has been processed look for missing data to have quantity of 0 and Status Code 201000
