Autovue Server Farm Does Not Distribute Loads From AutoVue Web ServiceS (Doc ID 2525357.1)

Using AutoVue Server 21.0.2 . The customer has 2 AutoVue Servers configured in Load Balanced mode. When documents are opened by users from different applets, the load is distributed across the 2 available servers ( as expected )

But when multiple calls are made to the Autovue  Web Services, say for example to do file conversion all the requests are routed to one AutoVue Server only, the conversion process is only handled by one server ( the primary AutoVue Server) , it is expected that the conversion task occurs in both AutoVue Servers. Why is Load balancing is not working when the Servers are called via Web Services  Client ?

Expected Behavior
Load balancing should work when called via AutoVue Web Services Client.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Configure 2 AutoVue server for load balancing
2. run the Web Services application to convert to PDF
3. Notice that the load of conversion is not distributed equally between the two AutoVue Servers
