Opcode Publish Error 'CustomerMessageBundle-3010: No PurchasedChargeOffering Found For The Id' (Doc ID 2525508.1)

Symptoms

On :  11.3.0.9.0 version,

The opcode (PCM_OP_ECE_PUBLISH_EVENT) failed with error "Error occurred while publishing event or transaction commit" when publishing to ECE.

This happens for a few cases when the opcode request received at the same time on account A and account B.
Account A gets the failure with a purchasedChargeOffering not belonging to A, however it belongs to account B and ECE fails with the error.
