Incorrect Statistics Raised For 5xxx Responses From ECE (Doc ID 2526335.1)

Symptoms

For a Oracle Communications Network Charging and Control (OCNCC/NCC) implementation using external billing engine (Elastic Charging Engine (ECE)), in case initial request is failing and ECE sends a 5xxx result code to DCD, NUM_BFT_IR statistic is incremented.
This is wrong as BFT makes sense only in context of ongoing call, for which some quota has been granted. Initial request failing is not BFT.

It is expected that NUM_BFT_IR statistic is not incremented when initial request in failing in billing engine.

The issue can be reproduced at will with the following steps:
1. initiate a call which is expected to fail in ECE (eg data call for subscriber having only voice service)
2. ECE will return a 5xxx result code
3. NUM_BFT_IR statistic is incremented
