Is there a reason that a record cannot be processed for FTP (cash flow engine (CFE) required method) if it has a zero balance for CUR_PAR_BAL?

Current suspicion is that the current rule for FTP is that CUR_PAR_BAL requires a valid balance for all accounts. If CUR_PAR_BAL = 0, then the cash flow engine does not process the record. These records should not be included for processing.
