Have been rebooting the application server twice a day for the past week or two.
The SQL Rules do complete after restart. However, there are times when running a SQL rule and receiving syntax errors from within that rule. This will happen for about two or three times before running it again works. NO changes are made to the SQL Rule between failure and success of the Rule.

The issue can be reproduced at will with the following steps:
1. Run monthly production SQL Rules
