Error 'Unable to communicate with cloud server' When Attempting to Login to P6 Professional With SAML SSO and SSL Implemented (Doc ID 2526695.1)

When attempting to login to P6 Professional using SSO and SSL, the following error occurs.

P6 Client-side Cache Error
Unable to communicate with cloud server,
Retrying #1 of 12 retries.
Unable to connect to the database. Please run the Database configuration tool or contact your administrator.

The following error is also generated in the Primavera Cache Log:

Exception: An error occurred while sending the request.
Inner Exception: The request was aborted: Could not create SSL/TLS secure channel
