LSH Work Area Cannot Be Reduced To A Lower Usage Intent (Doc ID 2526968.1)

Goal

The user noticed that the Usage Intent of a Work area - when it is "Production" - it cannot be reduced to, for example "Validation" or "Development". Is there any way (i.e., API) that with help of which we can reduce the usage intent of a Work area ? It is because when usage intent is Production already, the table space cannot be moved.
