Target Instrument Table Column Not Populated by Dynamic Driver Allocation with Management Ledger Source

Symptoms
In Oracle Financial Services Profitability Management (PFT) 8.0.x, when running a month end processing batch with Allocations, a Dynamic Driver Allocation is not updating a column on the target table. The column is null when you expect the Allocation to populate it.
The Allocation has the following definition:
Source: FSI_D_MANAGEMENT_LEDGER
- Fin Elem ID = 10001
- Custom LOB ID = Hierarchy Node
Operator: Constant 0.1
Driver: FSI_D_OTHER_SERVICES_TXNS.Record Count (Type = Uniform)
Debit: FSI_D_OTHER_SERVICES.CALL_CENTER_EXP
- Fin Elem ID = 10101 (Aggregate to Ledger = Yes)
- CUSTOM_LOB_ID = <Match Source & Driver>
- Everything else set to <Same As Driver>
Credit: FSI_D_MANAGEMENT_LEDGER
- Fin Elem ID = 10102
- Everything else set to <Same As Source>
