VAT Maintenance Screen And Item List "Use" Is Not In Sync As Per VAT Update Functionality (Doc ID 2527244.1)

Symptoms

While attempting to modify or update the VAT in Item List Use and  VAT maintenance if not working similarly.

in Item List Use - where we can "Use" an item list and update an active vat rate for an item on a region on vdate.

VAT_ITEM table gets updated, but updated records not getting modified in ITEM_EXPORT_STG. Which means, downstream systems will get incorrect VAT records through Item feed. vat records in VAT_ITEM is not in sync with ITEM_EXPORT_STG. 

In VAT maintenance, we are not able to delete / update a VAT record for active_date =vdate - but in item list "Use" able to do this operation.

Expected behavior is that both VAT Maintenance screen and Item List "Use" should be in sync ,where the vat_code for an active_date =vdate be updated.

Steps to reproduce: 

  1. Created item and approved.
  2. Try to delete the / modify the vat for a region from vat maintenance screen . Not able to modify.
  3. Created item list.
  4. Use item list.
  5. Able to update VAT_code for approved item.
  6. When we try to update the vat_code ,The system doesn't allow to update vat_code for active_date =vdate
