Applying bill level dispute with flag value 4, getting error as "Bad value specified for the tax treatment"

Created account and billing is done two months.
Applying bill level dispute (PCM_OP_AR_BILL_DISPUTE) on 1st month bill with flag value 4 getting error message "Bad value specified for the tax treatment".
