When perform Bill Level dispute with flag value 4, get error message "Bad value specified for the tax treatment"


Steps to reproduce:

1. Create account.

2. Billing is done for two months.

3. When applying bill-level dispute (PCM_OP_AR_BILL_DISPUTE) on 1st-month bill with flag value 4 getting error message "Bad value specified for the tax treatment".
