FTP Charge / Credit (CHARGE_CREDIT_TRATE) Not Populated When Transfer Rates Calculated (Doc ID 2529186.1)

Symptoms

On Oracle Financial Services Funds Transfer Pricing (FTP) 8.0.x, when attempting to calculate both Transfer Rate and Instrument Charge/Credit (TP), the FTP Process only outputs a value to TRANSFER_RATE.  The column CHARGE_CREDIT_TRATE is zero.

Since the Transfer Rate is used to calculate the Charge/Credit and the Average Balance column is populated, you expect the Charge/Credit to be populated also.
