Unable To Set Up OPA In IDCS

In Oracle Policy Automation 12.2.9 users are unable to connect to Identity Cloud Service (IDCS) via OPA
The following error is received when trying to establish a connection from OPA to IDCS.
"Could not verify Identity Provider. Tried all: 3 addresses, but could not connect over HTTPS to server:<server name> port: <port number>"
