Change in RFM (Oracle Retail Fiscal Management) tax integration for the scenario with tax discrepancy with no tax in RFM.

FM is correctly creating 'ST' tax discrepancy when RFM has not 'ST' and TaxWeb response with 'ST' values. The problem is after the discrepancy resolution in favor of the NF (without ST), when RFM make a new taxcall to TaxWeb, gravaHistorico = 1, it is sending in this taxcall the whole tag for 'ST' with zero values. This information should not be sent because it causes misunderstanding info to TaxWeb in order to decide correctly a new value for Entry CFOP '' that in this case should be a CFOP for ICMS and not 'ST'. Additionally RFM should continue to send in the taxcall the attribute 'ST' for this scenario.
