Customer Order Shipment Messages from SIM when routed to ASNOutToASNInLoc TAFR are failing

Steps To Recreate :

     1. Customer order is created in SIM with the IGS webservice.
     2. Order created in SIM.
     3. Picked and Dispatched the Order.
     4. Message is reaching TAFR and bringing it down.
