SPP Plan Output Is Not Generating Safety Stock for MRP Planned % Setup (Doc ID 2530820.1)

Symptoms

On : 12.2.7 version, Memory Based Planner in TEST

Users are on 12.2.7 and have applied VCP patch 27190568 12.2.7.1 - Mandatory Cum Patch for 12.2.7 / R12.SCP_PF.C.Delta.8 Using version MSONWL64.ppc 120.15.12020000.99 for 64 bit MBP Linux from VCP CUM #3 patch 28797421
They are running an unconstrained (Enforce Constraints is disabled) SPP plan which is generating Inline forecast and they also enabled launch parameter Compute SS & EOQ = Yes. However even though their setups are correct it seems as if the FCST_RULE in msc_system_items is not getting populated for the item which is believed to be the culprit in why inline safety stock is not being generated. Example data:

item name = JMSPP1
org code = TST:M1
Proc LT = 48
Carrying cost = 35
SS Code = 1 = Non MRP Planned
Service Level = 99
Compute EOQ = 2 = No
Compute SS = 1 = Yes
ROP Safety Stock = 0
intermittent demand = 3 (Auto)
FCST_ERROR is null
Forecast rule name = JMFcstRule
Accuracy Method = MAPE


There's all kinds of inline forecast generated for each period.
 

EXPECTED BEHAVIOR

Expect SS to be generated inline during the SPP plan run

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup forecast rule and historical demand
2. Setup item to compute SS in sim set along with other setups
3. Attach simset and date to SPP plan and run it with parameter Compute SS &EOQ = Yes
4. SS is not generated
