Goal

Why the Location Traits are not available to be added during creation of a new store?

Steps To Recreate:

1. Create a new store from Organizational Hierarchy screen.
2. Fill in all details including Zoning locs, and addresses.
3. Click on More Actions to access Location Traits menu.
4. Note Location Traits menu is dimmed.
