Symptoms

ACTUAL BEHAVIOR
-----------------------
In split scenario data session where the usage happens from multiple buckets, there is an extra rating period generated which over charges end users.

Say an end user has been charged for 2MVR and reversed for 10MB usage.

Charge = 2
Discount = 2
NCR Data = Debit 10MB
Extra Charge = 0.01
Rounding rule= round to HALF_UP.

EXPECTED BEHAVIOR
-----------------------
There should not be an extra charge

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
•  The end user has normal currency balance.
•  The end user bought a data Add-on of 1GB.
•  Now, on consumption first Add-on, 1GB is consumed (higher priority in discount).
•  Post Add-on, it consumes from base buckets or charges 1MB.
