SKIPPPED _RDCIS Table Is Not Returning Any Record For Locked RDCI after running Batch Validation.

Symptoms
When an RDC user opens CRFs (RDCIs) to update data, CRFs get locked. Batch Validation skips RDCIs that are locked. The batch validation log file includes a list of RDCIs that were skipped. However, it does not include a list of the owning patients affected. Refer to ENH Bug 25038482 - BVS REPORTS ALL SKIPPED PATIENTS
The list of skipped RDCIs should be written to a new table (SKIPPED_RDCIS in the RXC schema), as well as the batch validation output file.
Issue: On querying SKIPPED_RDCIS table no record is returned although RDC Data Entry window was opened for a CRF in that study and Batch Validation was ran.
