Symptoms

ACTUAL BEHAVIOR
---------------
After nightly restart, OPPM is not reconnecting to the database.
This is turn produces a run time error when logging into the application.

EXPECTED BEHAVIOR
-----------------------
OPPM should reconnect to the database after restart and allow log in without error.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot log in to OPPM after nightly restart.
