 NON SCADA CONTROL users are prevented from placing tags on NON SCADA devices

<Bug 28838772> prevents users that don't have SCADA control permissions from placing tags (that inherit from scada_out_tag) on SCADA devices as these users should not be able to perform SCADA controls to place/remove tags.

However, customers can have tag classes (e.g. Hold) that can be placed on both SCADA and non SCADA devices.
Since this bug was implemented users not having SCADA control permission are not allowed to place a Hold tag on a non SCADA device. The restriction should only apply to SCADA devices.
