Custom GL Processes Extract Program Does Not Complete after the DB Upgrade to 12cR1 from 11gR2

Symptoms
After upgrading the Oracle Database from Oracle 11gR2 to Oracle 12cR1, once the data gets successfully loaded into STG_FIF_GL_DATA table, the custom simple process that reads from this table and writes into a file, makes the file size simple grow and the process never ends.
The custom Pro*C file is not supplied by any of the Oracle Retail products but was written by the user to utilize the Oracle Retail's library file RETEK_2.H to call the function RTK_PRINT.
What is Working

The custom Proc*C file works perfectly fine on the 11gR2 version of the database.
Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate the STG_FIF_GL_DATA table.
2. Run the custom Pro*C program.
3. Notice that the output file grows larger; up to 25 GB.
