Viewer Displays Non-Switchable Electrical Devices With Incorrect Symbology

Symptoms
On : 2.3.0.0.0 version, Web Workspace
Any electrical branch that does not inherit from switch or conductor gets displayed in the viewer with incorrect symbology
The viewer should be showing the "closed" symbol for the non-switch device.
The issue can be reproduced at will with the following steps:
1. Bring up a map that contains a nominally closed electrical device that does not inherit from either switch or conductor.
2. Open the Trace panel for it and expand the panel.
3. Check the given symbol id against the device's phase states.
4. Check the symbology_state table against the symbol class, symbol id and phase states
They do not match up.
