How to Set 'Read Only' Privileges in the RULE UI

Goal
We do not see the Read only option for Rule UI. The Inquire (R) Access mode is not completely restricting, it still enables ADD option.
There are various application services pertaining to different functionalities of Rule UI accesses. Application Service 'C1SRCHRL' provides a view access to Rule UI. We want to restrict user access to 'Read Only'/ 'Inquire', but if we grant 'Inquire' Access mode for the mentioned application service, the '+' button also comes up. For this option, user is able to add and save new rules as well.
For above scenario, this article suggests how one can put Read Only privileges in the RULE UI.
