Symptoms
No To-Do's created when Enable Service Activity Transitioned to Activity Error
Start/Stop service related activities can not be retried and they do not generate To Do. We initiated an Enable Service Activity that generated an on demand read request. After the On demand read request was discarded the parent activity was transitioned to Activity Error. A to do is expected. There was no to do created and the activity was not retried.
