What Could Cause Outages That Have Groupable Trouble Codes to not Group?

Symptoms
Issue is that several events with a typical "No Lights" outage trouble codes should have grouped and to a common fuse. This did not occur.
When reviewing the INCIDENTS for the calls, it was noticed that most of these were logged as non-groupable.
When you see a call that is not grouping you can check the INCIDENTS table for that event and evaluate the groupable flag
value 0 is nongroupable
value 1 is groupable
