Symptoms

On OFSAAI 8.0.6.1.0, simplified batches created as sequential do not set the precedence as expected.

ACTUAL BEHAVIOR
When creating a sequence batch, config.batch_task_precedence_master ignores it and sets everything up to run parallel.

EXPECTED BEHAVIOR
Expect that batch_task_precedence_master.v_parent_task_id is not 'START' but has the correct previous TASKX set.

The issue can be reproduced at will with the following steps:
1. Create a simplified batch: Common Object Maintenance -> Operations -> Simplified Batch
2. Select Batch Execution Type as Sequential
3. Save
4. Query by V_BATCH_ID in Config Schema:

select * from batch_task_precedence_master where v_batch_id like '%<simplified batch name>%';

Find all tasks have V_PARENT_TASK_ID = 'START'.
